Digital Inclusion & Standards

Accessibility Statement

Celluplan is committed to ensuring digital accessibility for all Canadians and global visitors, regardless of physical or cognitive ability, assistive technology used, or device type.

Target: WCAG 2.1 Level AA Statutory: AODA & ACA Aligned Last Review: September 2026 Response SLA: ≤ 2 Business Days
SECTION 01

01. Our Commitment

At Celluplan, we believe that transparent, objective telecommunications data is essential for informed consumer decision-making. Digital accessibility is not merely a technical checklist—it is a core requirement of equitable consumer empowerment. We are actively committed to ensuring that all users, including individuals with visual, auditory, motor, speech, or cognitive disabilities, have equal access to our comparison tools, educational guides, and contract analysis ledgers.

Universal Access

Committed to All Users

Ensuring every Canadian consumer can independently compare mobile plans, understand overage traps, and exercise their statutory rights.

International Standard

WCAG 2.1 Level AA

Striving to conform rigorously with the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards promulgated by the W3C.

Statutory Compliance

AODA & ACA Alignment

Aligned with Ontario’s Accessibility for Ontarians with Disabilities Act (AODA, O. Reg. 191/11) and the federal Accessible Canada Act (ACA).

SECTION 02

02. Measures Taken

To achieve high accessibility standards, Celluplan implements continuous technical and editorial measures across our frontend architecture:

01

Semantic HTML5 Structure

Pages are built with native semantic elements including <header>, <nav>, <main>, <article>, <section>, and <footer> to establish logical landmark navigation for screen readers.

02

ARIA Labels & Roles

Interactive components, disclosure panels, toggles, and modal dialogs feature explicit aria-label, aria-expanded, aria-controls, and landmark roles for assistive software.

03

Full Keyboard Navigation

All links, buttons, inputs, and interactive widgets can be fully navigated and operated using standard keyboard controls (Tab, Shift+Tab, Enter, Space, and Arrow keys) with a logical tab sequence.

04

Sufficient Color Contrast Ratios

Normal text meets or exceeds the minimum 4.5:1 contrast ratio against backgrounds, while large text, UI components, and badges maintain at least 3:1 contrast in compliance with WCAG 2.1 AA.

05

Responsive Design & Multi-Device Scalability

Layouts adapt gracefully across smartphones, tablets, and desktops. The interface supports browser zoom up to 200% without horizontal scrolling or content truncation.

06

Clear Hierarchical Heading Structure

Every page adheres to an orderly heading sequence (<h1> through <h4>) without skipping levels, allowing screen reader users to browse the content hierarchy seamlessly.

07

Descriptive Alt Text for Informative Images

All informative images, carrier logos, and graphical icons are paired with descriptive alt attributes. Purely decorative elements are tagged with empty alt="" or aria-hidden="true".

08

High-Visibility Focus Indicators

Interactive elements feature prominent outline focus rings with high visual contrast, ensuring keyboard navigators can always track their active focal point on screen.

SECTION 03

03. Known Limitations

Despite our proactive engineering efforts to ensure conformance, we acknowledge that certain technical limitations exist within our data-intensive telecom matrices. We believe in total transparency regarding our current bottlenecks and remediation roadmap:

LIMITATION 01

Complex Telecom Comparison Tables

Identified Barrier

Multi-carrier comparison tables with 20+ plan attributes (speed tiers, FUP throttling rules, overage billing, hardware financing) can present navigational challenges for screen readers.

Active Remediation

We are actively restructuring tabular layouts using ARIA roles (role="table", scope="col", scope="row"), adding textual summary callouts, and providing linear card views.

LIMITATION 02

Third-Party External Documents & Filings

Identified Barrier

Certain historical CRTC tariff notices, official carrier contract PDFs, or third-party mapping links archived on Celluplan may not fully conform to modern WCAG 2.1 AA criteria.

Active Remediation

We provide structured plain-text summaries of key regulatory decisions and carrier contract clauses directly on our platform whenever third-party source files lack accessibility.

SECTION 04

04. Feedback & Requests

We genuinely welcome feedback on the accessibility of Celluplan. If you experience any accessibility barrier while browsing our site, or if you encounter difficulties using assistive technologies with our tools, please reach out directly.

Alternative Format Guarantee

Upon request, we will provide alternative formats of any comparison data, research article, or regulatory summary published on Celluplan—such as accessible plain-text summaries, structured CSV spreadsheets, or high-contrast documents—free of charge.

SECTION 05

05. Conformance Status

The Web Content Accessibility Guidelines (WCAG) define requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA.

Celluplan is partially conformant with WCAG 2.1 Level AA. Partially conformant means that some parts of the content do not yet fully conform to the accessibility standard (specifically our complex multi-attribute plan comparison tables and certain third-party historical PDFs, as detailed in Section 03).

Audit Parameter Standard Current Verification Status
WCAG Specification W3C WCAG 2.1 Partially Conformant (Level AA)
Provincial Mandate AODA (O. Reg. 191/11) Compliant / Table Remediation Ongoing
Federal Framework Accessible Canada Act (ACA) Harmonized Principles
Last Formal Review Technical Audit Cycle September 2026
Evaluation Methods Automated + Manual axe-core automated test suites, Lighthouse audits, VoiceOver & NVDA screen reader walkthroughs, full keyboard path tracing
⚡ Continuous Improvement Commitment

Accessibility is an ongoing engineering discipline. Celluplan integrates automated accessibility regression tests into our continuous integration pipeline and reviews all major UI components before release. We are dedicated to systematically eliminating remaining barriers to provide a flawless experience for all users.
